6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
This legislatively directed spending item will stabilize and strengthen resident supportive services for households living in Ypsilanti Housing Commission (YHC) affordable housing communities. The funds will provide short-term continuity of core services as existing time-limited funding sources expire, while also building long-term capacity so services can be delivered more efficiently, tracked more accurately, and sustained beyond this appropriation. Eligible uses will include program staffing and operational support needed to deliver resident services such as food access and distribution, youth programming (including afterschool/evening programming), direct supportive services and crisis response, transportation assistance that improves access to appointments and employment, coordination with community partners, and program supervision. Funds will also support capacity-building investments that improve service quality and accountability, including implementation and integration of case management software, outcome tracking and reporting, and development and initiation of a sustainability plan that identifies durable operating and governance structures for the program. This is an appropriate use of taxpayer money because the program reduces costly downstream public expenditures and strengthens community stability. By helping many of the most vulnerable households in the City of Ypsilanti meet basic needs, navigate health and benefit systems, address crises early, and remain safely housed, YHC services support improved health outcomes and reduce avoidable emergency service utilization, lower the risk of eviction and homelessness, and strengthen youth protective factors through consistent engagement and mentorship. These supports also help residents access education and employment pathways, strengthening workforce participation and local economic stability. The services are responsive to resident needs and are delivered in partnership with community stakeholders, leveraging existing local resources while ensuring accountability for results.
