6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
A one-time state appropriation to support the expansion of Team-Up Academy’s workforce development initiative. The funds will allow Team Up Academy to cover capital improvements and expenses for students for the first two classes while fee revenue from employers and government reimbursement programs ramp up as students graduate: - Enhanced bootcamp and intermediate/advanced technical training - Modern equipment for CNC, Swiss, and legacy machines, lathes, and welding labs - Forklift and small equipment training - Expansion of soft skills programming - Job placement infrastructure for in-demand industries - Integration of a nationally portable “skills passport” credentialing system Michigan’s economic growth is constrained by two long-standing issues: 1. A persistent shortage of skilled workers, especially in sectors critical to our industrial base. 2. A flat or declining population, particularly among younger, working-age individuals. Team-up Academy is addressing both issues head-on: - Upskill Michigan residents and draw in new talent from across the country—with a focus on veterans and returning citizens eager for a second chance. - Place graduates into high-demand fields that directly feed Michigan’s key industries. - Create clear career pathways and use the skills passport to build a flexible, mobile, and future-ready workforce.
