6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The Crisis Stabilization Unit (CSU) has demonstrated clear public benefit by meaningfully reducing the need for emergency boarding in Kent County and easing the strain on local hospitals. It also strengthens collaboration with law enforcement by providing a rapid, streamlined drop‑off process, allowing officers to return to service more quickly while ensuring individuals in crisis receive appropriate care rather than being routed to jail. The CSU model also delivers notable savings for taxpayers. Traditional inpatient psychiatric stays are significantly more expensive and typically involve much longer lengths of stay. In contrast, CSU services operate at a fraction of the cost and stabilize individuals in substantially less time. This approach reduces unnecessary hospital utilization, avoids criminal‑justice involvement, and supports better outcomes for both individuals and the community.
