  • What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
    Since its creation in 2001, the Michigan Research Institute (MRI) has been working on advancing economic development in Michigan through the development and deployment of advanced technology that meets critical national needs. Much of this work has been in support of the Department of Defense and numerous program managers across the services. For the past several years, MRI has managed cross functional teams focused on the development of technology addressing the needs of the logistics community operating in contested environments, known as the Joint Concept for Contested Logistics (JCCL). JCCL is a newly emerging requirement under the DoD’s Joint Warfighting Concept that encompasses the control and movement of equipment, munitions, fuel and supplies along with mobile medical care in support of maneuver units. In our work with the USMC - Expeditionary Advanced Base Operations Program, EUCOM 21st Theater Sustainment Command, GVSC (Ground Vehicle Systems Center) and Army G4, it has become clear that training logistics units with the latest technology at facilities incorporating air, water and land access in a four season’s environment is currently not available anywhere in the world. The work done in standing up the National All Domain Warfighting Center (NADWC) has provided this capability for maneuver units and is the basis to build upon to create a National Center for Contested Logistics Training that would accommodate logistics units from across the country as well as partner nations. This is a high priority unmet need that Michigan and the MI NG can be at the forefront of, creating new missions to support MI NG bases and the communities that surround them. This effort would install new capabilities at Camp Grayling, the Alpena Combat Readiness Center and Selfridge ANGB providing new missions and revenue for the MI NG as well as local economic development throughout the year servicing visitors from around the world. Michigan and the MI NG is uniquely qualified to fill this role and become the premier location for contested logistics training as well as mobile medical response to emergencies within the state, nation and world. The plan has been developed in conjunction with many stakeholders in the state including the MI NG (see attached MI NG Position Paper on developing a National Center for Logistics Training). MRI is requesting that the state provide $15 million in funding under phase 2 to deploy needed infrastructure at Camp Grayling to support its creation as a National Contested Logistics Training Center and manufacturing capabilities at Selfridge ANGB to produce the first three mobile medical hospital units that the MI NG that can truck and fly these units anywhere in the world complete with MI NG medical personnel. With this mobile medical capability, the MI-NG will become a centerpiece of the DoD’s Global Medic initiative and establish Michigan as the home for manufacturing these units in the future. Continued support for deploying new contested logistics technology at Michigan NG Bases and coordinating training with NATO and other partner countries will be phase 3 and funded by MRI through FY26 federal appropriations requests that have been secured by Congressman Bergman in the 2026 House Defense Appropriations Bill. MRI will also work closely with other groups within the DoD that will utilize the MI NG facilities for testing of advanced technologies as well as other agencies that provide medical assistance during natural disasters and health crises such as FEMA, US State Department, USAID and NATO.
