This investment would strengthen Michigan’s innovation ecosystem by connecting Michigan businesses, research institutions, and workforce assets with advanced technologies and globally recognized innovation hubs that have a demonstrated record of commercialization and industry impact. The funding supports an ecosystem-level platform that delivers defined economic development services, including company attraction, market entry support, partnership facilitation, and commercialization pathways that enable innovative, internationally based companies to establish U.S. headquarters or operations in Michigan. In exchange, the State receives measurable outcomes, including job creation, capital investment, technology transfer activity, and strengthened industry partnerships anchored in Michigan. The investment includes performance expectations and reporting requirements to ensure accountability and alignment with Michigan’s economic development objectives. Accordingly, the funding serves a clear public purpose and constitutes an exchange for services that generate measurable public benefit, rather than a gift or subsidy to private entities, consistent with Article IV, S 30 of the Michigan Constitution.
