- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The purpose of this request is to fund the construction of a multi-use synthetic turf practice field at Franklin High School, expanding equitable access to safe, high-quality athletic and wellness facilities for students in one of Livonia Public Schools’ highest-need populations where 1 in 3 students are economically disadvantaged. High-quality athletic facilities are not simply physical spaces—they are gateways to opportunity. This investment aligns directly with the State’s priorities outlined in Public Act 32 and 33 of 2025, particularly the goal of reducing class sizes and ensuring students and educators have the resources they need for a quality education. Research consistently demonstrates that access to school-based athletic opportunities is strongly associated with improved student outcomes. Students who participate in athletics show higher levels of school engagement and GPA, increased connection to their school community, and greater likelihood of persisting to graduation. Additionally, longitudinal studies show that youth sports participation leads to improved physical health, reduced anxiety and depression, and stronger long-term well-being. Importantly, access to these benefits is dependent on the availability of safe, high-quality facilities. Without equitable access to appropriate athletic spaces, students—particularly those in economically disadvantaged communities—are significantly less likely to participate and realize these outcomes.
