  • What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
    The purpose of the proposed LDSI is to support LAHC’s Public, Mental, and Behavioral Health Department in continuing and strengthening comprehensive, evidence-based programs that address critical health challenges facing Southeast Michigan residents. Through a $6.5 million state appropriation, ($2 million 2026 Supplemental budget) & ($4.5 million: 2027FY Appropriation) this initiative will deliver significant public benefit by preventing substance use, reducing obesity, promoting nutrition and physical fitness, and expanding access to culturally responsive mental and behavioral health services for children, adolescents, and families. The proposed programs—including substance use prevention, healthy living education, and specialized behavioral health supports such as PATHWAYS, Blooming Minds, and therapeutic mental health services—will particularly benefit at-risk and underserved youth, including teens with autism, developmental disabilities, depression, anxiety, suicidal ideation, and eating disorders. Collectively, the LDSI will improve health outcomes, reduce long-term public health costs, and strengthen community well-being by ensuring early intervention, prevention, and accessible care for Southeast Michigan families.
