    Kinross Charter Township seeks funding to replace the critically deteriorated 1976 wooden grandstand at the 100-acre Chippewa County Fairgrounds—a vital agricultural, recreational, and economic hub in rural Chippewa County, Michigan, north of the Mackinac Bridge. The 1977 closure of Kincheloe Air Force Base cost the area 10,000 residents, leaving tourism, agriculture, and events as primary economic drivers; fairground grandstand events alone generate over $1 million annually in local activity through tickets, vendors, lodging, and spending. Following a 2023 safety incident where a spectator fell through the stands, engineers mandated 60-70% capacity limits (from 1,800 seats) and full replacement within five years due to failed safety/accessibility standards. The project will demolish the grandstand and obsolete concessions, constructing a modern 4,000-seat ADA-compliant all-weather facility with restrooms, concessions, press box, multipurpose room, electrical upgrades, and water/sewer infrastructure. Key Benefits: Eliminates safety hazards; quadruples event capacity for demolition derbies, racing, livestock shows, 4-H programs, and concerts; enables year-round use and vendor expansion; supports agritourism and youth education in a recreation-dependent rural economy.
