- Public safety workforce shortages are no longer episodic; they are structural. Across Michigan and the nation, law enforcement agencies report difficulty recruiting and retaining officers, driven by accelerating retirements, heightened training requirements, and declining applicant pools. The result is longer response times, reduced proactive policing, and increased strain on remaining personnel, conditions that affect community trust and economic confidence. Jackson College is positioned to meet this need by establishing a Police Academy: a new academic and workforce training and certification program for the institution and region. This FY 2027 request supports the rehabilitation of the existing Campus Services building, returning it to its original instructional purpose and converting it into a dedicated Police Academy and public safety training facility. The Police Academy will deliver classroom instruction, physical training, defensive tactics, and professional preparation aligned with state and industry standards. By creating local training capacity, Jackson College reduces geographic and financial barriers for individuals seeking careers in law enforcement, particularly those who cannot relocate for training. Students from Jackson County, the tri-county region, and surrounding areas will be able to train close to home, strengthening recruitment pipelines and increasing the likelihood that graduates remain in local agencies.
