6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
In 2023, the National Institute for Criminal Justice Reform sought to calculate the cost of gun violence for the taxpayer, finding that the average homicide put a burden of $624,860 on taxpayer resources, and an average cost of $337,415 for non-fatal injuries from a shooting. Advance Peace has been successfully replicated in cities across the country. This frees up untold millions of dollars for local municipalities, medical systems, and victim support services. This program has been rigorously tested and refined to provide a high level of public benefit that reduces economic burden on the taxpayer and elevates the quality of life for communities affected by gun violence. The city of Lansing experienced a 19% decrease in shooting incidents in the 24 months after the launch of the first Advance Peace fellowship (October 2022-September 2024). There was a 52% reduction in fatal shootings and a 10% reduction in non-fatal shootings.
