  • What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
    The proposed Legislative Directive Spending Item will fund two coordinated programs operated by SAFE Wellness at the HYPE Athletics Wayne facility: (1) an Applied Behavior Analysis (ABA) Therapy Program for children ages 3–12 with severe autism and developmental disabilities, and (2) the SXI Structured Intervention Program for youth with significant behavioral and emotional challenges. Purpose: The purpose of this funding is to establish safe, community-based, full-day therapeutic environments that provide early intervention, behavioral treatment, and structured supervision for high-need children and youth who currently face long waitlists, limited service capacity, or risk of institutional placement. Funds will support clinical infrastructure, safety-focused facility improvements, technology, therapeutic equipment, and specialized staffing necessary to serve severe-needs populations. Public Benefit: This investment delivers measurable statewide benefits by: - Expanding access to early intervention and disability services for Michigan families - Reducing long-term public costs related to special education, emergency mental health care, and residential placements - Preventing juvenile justice involvement and behavioral crises through structured supervision and intervention - Supporting working families with full-day and weekend service options - Creating skilled healthcare and behavioral health jobs in the local community - Strengthening Michigan’s capacity for inclusive, community-based care rather than costly out-of-state or institutional alternatives
