6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Holland Hospital is an independent community hospital based in Holland, Michigan. Holland Hospital has a robust general endoscopy program and wishes to expand services and offer advanced endoscopy for the community. Advanced endoscopy refers to specialized, minimally invasive procedures that use flexible scopes to diagnose and treat diseases of the intestines, pancreas, gall bladder and liver without major surgery. This minimally invasive approach results in faster recovery and better outcomes. Currently, patients needing advanced endoscopy encounter significant wait times for these procedures and must travel outside the community. Often these procedures require overnight stays in a hospital which creates significant challenges for patients and families when they must travel to receive care. Advanced endoscopy physicians are specially trained and require specialized procedure rooms and equipment. Holland Hospital has invested in the recruitment of new gastrointestinal providers who have this training. Providers from Wyoming, Michigan and Grand Rapids, Michigan have reached out to Holland Hospital asking if we would consider investing in the specialized room and equipment so they can better serve their own patients, many of whom are from the lakeshore community. Support from the State will allow Holland Hospital to make this investment right away, improving access and convenience for patients and improving physicians’ access to the resources they need. Diagnoses of conditions and disease states will occur more rapidly, resulting in quicker treatment and follow-up care for patients. Support for this request will: - Improve access to specialized endoscopy care for the lakeshore community - Result in expansion of the Holland Hospital workforce - Reduce wait times, travel distance, and disruptions for patients - Accelerate diagnoses and transition to disease treatment and follow-up care - Enhance the availability of specialized procedure resources for the region - Leverage Holland Hospital’s investment in new physician recruitment - Provide new revenue growth for an independent community hospital Holland Hospital has an Endoscopy Department that has four procedure rooms, three of which are equipped and utilized for general endoscopy procedures. The fourth room will require a $1.7M investment to complete construction and obtain the required equipment and technology to perform advanced endoscopy procedures. Holland Hospital is prepared to invest in the ongoing staffing and operational costs for this service expansion.
