6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Groveland Township does not have a municipal water system. As a result, Groveland Township Fire Department relies heavily on tanker shuttle operations and mutual aid agreements with neighboring communities to supply water at fire scenes. While these methods can be effective under ideal conditions, they are not always timely or sufficient—particularly in rural areas. In addition, tanker-based mutual aid has become increasingly unreliable due to universal staffing shortages affecting fire departments across the region, limiting the availability of personnel and apparatus during simultaneous or extended incidents. Approximately 40 percent of Groveland Township is state and county-owned land, and the Township’s rural geography requires firefighters to travel significant distances to access reliable water sources during emergencies. Currently, Groveland Township operates eight wells to cover approximately 36 square miles. The addition of ten new wells would significantly reduce travel time to water sources, and increase available fire flow and improve overall fireground efficiency. This expanded water supply would directly support the Township’s ability to maintain an ISO Public Protection Classification of Class 3 for residential areas and Class 4 for commercial properties, benefiting residents and businesses through lower insurance premiums. The estimated cost per well is approximately $95,000, for a total project cost of $950,000. Specifically, they are seeking funding in the amount of approximately $950,000 for the installation of ten high-capacity wells, each capable of producing approximately 550 gallons per minute. These wells will significantly enhance fire suppression capabilities, improve hydrant flow and reliability, and provide a resilient emergency water supply throughout the Township. The project is designed to support compliance with NFPA 1142: Standard on Water Supplies for Suburban and Rural Fire Fighting and 2024 International Fire Code (IFC) Section 507, which establish minimum requirements for approved water supplies and fire flow for fire protection. The wells will be strategically located to reduce tanker shuttle distances, ensure a dependable and continuous water supply during emergency operations, and lessen reliance on outside agencies during periods of limited staffing. By increasing available and sustainable fire flow, this investment has the potential to further strengthen the Township’s ISO fire rating, improve emergency response outcomes, and enhance protection for homes, businesses, and critical infrastructure. This project will: • Improve emergency response times and water supply reliability • Enhance protection for life and property • Reduce dependence on outside resources and shorten tanker shuttle routes • Strengthen long-term community resilience and public safety infrastructure Overall, this investment represents a cost-effective and sustainable solution to improving fire protection in a rural community and will provide lasting public safety and economic benefits for Groveland Township.
