6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The purpose of this initiative is to strengthen and expand high-quality, community-centered Freedom Schools programming across Michigan through coordinated statewide leadership, training, evaluation, and partner support. As the lead agency facilitating the Michigan Freedom Schools Collaborative, the Flint Freedom Schools Collaborative provides the infrastructure needed to help local partner sites deliver strong, consistent, and high-impact learning experiences. This includes statewide planning, staff training, technical assistance, operational coaching, site visits, shared tools, and impact validation processes that promote program quality, accountability, and continuous improvement across participating communities. The public benefit of this work is significant. This initiative helps increase access to equitable, trauma-informed literacy enrichment for children and families across Michigan while also strengthening local capacity and professional development for staff and site leaders. Through coordinated implementation, family engagement, community events, literacy-focused summer programming, and shared evaluation, the project supports stronger educational outcomes, deeper scholar engagement, and a more sustainable statewide model for collective impact. The benefit extends beyond individual program sites by creating systems, partnerships, and shared learning that can improve program quality and long-term opportunity for scholars, families, and communities statewide.
