6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The purpose of this legislatively directed spending item is to support the operational readiness and service expansion of the 7 Mile Behavioral Health Wellness Campus, including the continued operation and expansion of the 707 Crisis Care Center. This funding will ensure immediate and sustained access to 24/7 crisis stabilization, behavioral health treatment, and integrated care services for Wayne County residents and surrounding communities. DWIHN has demonstrated a proven, data-driven model of crisis care that improves patient outcomes while reducing strain on hospitals and jails. Since April 2025, the 707 Crisis Care Center has operated 24 hours per day, seven days per week, accepting walk-ins and referrals at any time. From June 2024 through December 2025, the center recorded 4,031 presentations for service and 2,834 admissions. Additionally, between December 2023 and December 2025, DWIHN deployed 4,740 mobile crisis dispatches, providing on-site stabilization and intervention throughout the community. The public benefit of this investment is substantial and measurable. Since its inception, the 707 Crisis Care Center has diverted over $9 million in hospital inpatient costs that would otherwise have been borne by Medicaid, local hospitals, and taxpayers. When accounting for Hospital Rate Adjustment (HRA) payments, total diversion savings are approximately $16 million. By stabilizing individuals in a clinically appropriate, lower-cost setting, DWIHN reduces unnecessary emergency department utilization, prevents avoidable inpatient admissions, and decreases the likelihood of incarceration for individuals experiencing behavioral health crises. The requested funding will support annual operating costs and will allow DWIHN to ramp up staffing, training, and service capacity immediately following construction completion. Currently, DWIHN has funded operations of the 707 Care Center and Intensive Crisis Stabilization Services (ICSS) through existing Medicaid capitation payments from the Michigan Department of Health and Human Services, without requesting additional state appropriations beyond the standard rate-setting methodology. Approximately 87% of operational costs are Medicaid-related, demonstrating that the investment primarily supports vulnerable populations who rely on public insurance coverage. The 7 Mile Behavioral Health Wellness Campus will provide a coordinated continuum of care, including: • 24/7 walk-in crisis assessment, treatment, and community service coordination • 24-hour mobile and telephonic clinical pre-admission review and disposition services • Adult face-to-face mobile crisis stabilization • Children’s crisis intervention and assessment services • Placement coordination for inpatient psychiatric care, crisis residential services, substance use disorder detox/residential programs, and transitional housing The campus is strategically located on West 7 Mile Road in Detroit to serve Wayne County residents with high behavioral health needs and limited access to timely crisis intervention. By integrating behavioral health services with dental, vision, durable medical equipment, and housing coordination support, DWIHN ensures whole person care that addresses both medical and social determinants of health. This investment represents an appropriate and responsible use of taxpayer dollars because it: • Reduces higher-cost inpatient and emergency department utilization. • Prevents unnecessary incarceration of individuals experiencing mental health crises. • Maximizes Medicaid resources through cost-effective stabilization alternatives. • Improves access to care in an underserved region. • Creates operational efficiencies through economies of scale, integrated service delivery, and coordinated provider networks. The availability of multiple 24-hour crisis centers in Southeast Michigan is critical to reducing pressure on emergency departments and ensuring individuals receive appropriate behavioral health treatment in the right setting at the right time. By supporting the 7 Mile Behavioral Health Wellness Campus, the State of Michigan will strengthen the public behavioral health infrastructure, improve health outcomes, and generate long-term cost savings for taxpayers.
