  • What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
    The purpose of this LDSI is to complement existing maternal and infant health initiatives by strengthening family stability and economic security among expectant and new parents in communities with high concentrations of child poverty in Senate Districts 2 and 6. The program provides three integrated pillars of support: (1) relationship coaching to help couples navigate stressors during pregnancy and early childhood; (2) peer-based supports that foster community, mutual accountability, and social connection; and (3) targeted financial assistance to reduce barriers to employment, housing stability, and family formation. By supporting healthy relationships and economic stability during a critical developmental period, the program seeks to improve birth outcomes, reduce parental stress, and promote long-term family well-being. In addition, the program helps streamline administrative processes related to parentage and child support, reducing burdens on public systems while strengthening parental engagement."
