- Requested funding would support the renovation and modernization of the inpatient psychiatric unit at Insight Hospital and Medical Center Coldwater, enabling the hospital to operate at its fully licensed capacity of 16 beds. Although licensed for 16 beds, infrastructure limitations and safety requirements currently restrict operating capacity to 6 or fewer patients at a time. In 2025, the unit recorded 191 admissions with an average daily census of 7 patients. This investment will fund capital improvements necessary to convert existing multi-occupancy rooms into 16 private, ligature-resistant safety rooms with individual bathrooms, establish a high-acuity secure hold space for crisis management, redesign the nurses' station to enhance visibility and supervision, create a centralized therapeutic activity space, install a modern HVAC system to replace outdated infrastructure, and add a dedicated security station. These improvements will allow the hospital to increase inpatient behavioral health capacity while strengthening patient, staff, and visitor safety. This request provides a clear public benefit by expanding access to essential mental health services in a rural region with limited inpatient psychiatric capacity. Increasing operational capacity will reduce emergency department boarding, decrease transfers to out-of-county facilities, and ensure residents receive timely stabilization services close to home. Strengthening behavioral health infrastructure supports statewide priorities related to crisis response, community mental health access, and public safety. The use of taxpayer funding is appropriate because it supports capital improvements within a nonprofit hospital delivering essential public health services to the broader community.
