  • What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
    Purpose: Support construction and initial operations of the Cloverland Training Facility, a regional workforce and technical education center serving Michigan’s Upper Peninsula. Public benefit: The project will expand access to utility safety training and skilled-trades certification programs (including electrical distribution, lineworker safety, substation operations, and renewable energy systems), using a combination of renovated classroom space in a repurposed closed school building and an outdoor training campus that simulates real-world linework environments. The facility will be a community-accessible workforce resource developed in partnership with regional schools, trade unions, and employers, strengthening the local talent pipeline, improving worker safety, and supporting regional economic development through training capacity for in-demand jobs.
