6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?

The Westland Fire Department's Apparatus Replacement Plan calls for replacing two rescue/ambulance units over the next year at an estimated cost of $325,000 each, totaling $650,000. Our fire department operates 5 front-line ambulances daily and provide advanced life support, transporting emergency medical response. We respond to over 12,500 emergency medical calls annually and accumulate approximately 40,000 miles on each apparatus annually. The first replacement targets Rescue 9, a 2020 Ford F450 with nearly 150,000 miles operating out of the department's busiest station, recommended for replacement in 2026. In addition, Rescue 4, operating out of our second busiest station is a 2022 Ford E450 with over 100,000 miles and should be replaced in early 2027. This ensures each front-line EMS unit is cycled out after roughly five years of service. Retired front-line units would rotate into reserve status for an additional two to three years before being sold to offset costs.
