- Economic Development Department: $1 million for TechTown Detroit Business Incubator The City of Westland is pursuing a long-term strategy with TechTown Detroit to establish a permanent business incubator facility that will serve as foundational infrastructure for entrepreneurship, corridor revitalization, and inclusive economic growth. This Business Incubator Strategy creates a fully operational support ecosystem that launches immediately using existing city assets, partner facilities, and virtual infrastructure. It is designed to accomplish three things simultaneously: deliver tangible business support services starting in Month 1, build the engagement pipeline and operational track record that will justify permanent facility investment, and generate the data and community momentum needed to inform smart decisions about space. The model is a deliberate, phased program that produces measurable economic outcomes while every aspect of it feeds forward into a sustainable incubator. Every workshop delivered, every business coached, and every data point captured accelerates the resiliency of the facility. Many cities delay business incubation services until a physical facility is ready, losing 18 to 36 months of potential economic impact. Westland’s approach is different. The strategy is grounded in several practical realities: • Entrepreneurs need help now. Westland’s small business community does not have the luxury of waiting for a ribbon cutting. Businesses closing, launching, and pivoting today need advisory services, capital readiness support, and structured programming immediately. • A permanent facility needs a proven pipeline. The strongest incubator facilities are the ones that open with a waiting list. We will identify, vet, and develop the businesses that will become the first cohort of incubator residents. • Data drives better real estate decisions. Six to twelve months of programming will generate concrete data on demand patterns, industry concentrations, space requirements, and geographic preferences that directly benefit a long-term strategy.
