6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The City of Warren requests $10,000,000 in state assistance to support the construction of a new courthouse for the 37th District Court, which serves the City of Warren and the City of Center Line in Macomb County. The 37th District Court currently operates with four judges, and the State Court Administrative Office (SCAO) is calling for additional Judge to be added to the court, which is a 25% increase. The existing courthouse is obsolete and does not meet facility standards established by SCAO: • SCAO courtroom standards call for 1,600–1,700 square feet per courtroom with seating for up to 80 individuals to ensure adequate public access, security, and courtroom functionality. • The current courtrooms in Warren provide less than 1,100 square feet and seating for approximately 40 individuals, representing a shortfall of 30–35% in space and 50% in public seating capacity.
