• What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
  The City has seven bridges, four of which have major water main crossings mounted on the underside of their superstructures. Currently, two of these crossings—East Portage Avenue and East Spruce Street—are leaking, and the remaining two are nearing failure. These water main crossings have surpassed their useful life and present a major distribution and water quality risk if they must be isolated or taken out of service. This work was originally planned as part of the City’s Drinking Water State Revolving Fund (DWSRF) project but was removed due to budget constraints. The following describes the issues at each crossing and the planned repairs. Court Street Crossing Repair/replace 410 linear feet of existing 16-inch diameter water main crossing beneath the power canal. This water main was installed in 1901 and has surpassed its useful life. This main supplies the Island and, due to its location, would be extremely difficult, disruptive, and expensive to repair in the event of a failure. Repair Method: Rehabilitate the 410 linear feet of 16-inch diameter pipe using a cast-in- place epoxy liner. Meridian (West Portage) Crossing Repair/replace 565 linear feet of existing 12-inch diameter water main mounted on the Meridian (West Portage) bridge structure. This water main is configured as a pipe-within-a-pipe system and has a history of leaks. Due to its location, repairs are difficult and require coordination with MDOT and the use of an under-bridge inspection truck. Repair Method: Rehabilitate the 565 linear feet of 12-inch diameter pipe using a cast-in-place epoxy liner. East Spruce Crossing Repair/replace 340 linear feet of existing 14-inch diameter water main mounted on the East Spruce Street bridge structure. This water main is configured as a pipe- within-a-pipe system and has a history of leaks. Due to its location, repairs are difficult and require coordination with MDOT and the use of an under-bridge inspection truck. Repair Method: Rehabilitate the 340 linear feet of 14-inch diameter pipe using a cast-in-place epoxy liner. East Portage Crossing Repair/replace 1,900 linear feet of existing 6-inch diameter water main on the East Portage Avenue bridge structure and along East Portage Avenue from the canal to Ord Street. Approximately 400 linear feet of this water main is attached to the bridge structure in a pipe-within-a-pipe configuration and has a history of leaks. Due to its location, repairs are difficult and require coordination with MDOT and the use of an under-bridge inspection truck. The remaining 1,500 linear feet of water main was installed in the 1940s and has surpassed its useful life. As part of this project, the water main will be upsized to an 8-inch diameter to improve system capacity and connect to the existing 8-inch water main to the west and 12-inch water main to the east. Repair Method: Rehabilitate 400 linear feet of 6-inch diameter pipe attached to the bridge structure using a cast-in-place epoxy liner and replace the remaining 1,500 linear feet of 6-inch pipe with 8-inch diameter ductile iron pipe installed via directional drilling.
