What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?The City of Sault Ste. Marie is undertaking a critical infrastructure project to replace approximately 10,500 linear feet of existing 6-inch diameter water main along Riverside Drive with new 6-inch ductile iron pipe. The existing water main was installed in 1958 and has exceeded its useful service life. It exhibits significant tuberculation, has a documented history of breaks, and operates at pressures insufficient to provide adequate fire protection. The proposed replacement will be constructed using open-cut installation methods and will significantly improve water system reliability, public safety, and service capacity. Due to the location of the water main, construction requires removal and reconstruction of the west lane of Riverside Drive. While Drinking Water State Revolving Fund (DWSRF) financing supports the water main replacement, roadway reconstruction associated with the project exceeds available funding. As a result, only partial roadway reconstruction was completed, leaving the east lane unreconstructed due to local funding shortfalls. The roadway reconstruction was originally designed and bid as part of the overall project but was removed to reduce costs. Completion of the remaining roadway improvements would result in a full all-season roadway that provides a critical transportation connection between the Sugar Island Ferry Dock and the Carbide Dock. This investment would enhance public safety, improve access for residents and emergency services, support regional transportation infrastructure, and protect prior federal and state investments by fully restoring the roadway impacted by utility construction. The project will also tie into the planned 3 Mile Road upgrade currently being developed by the Sault Tribe of Chippewa Indians, further strengthening regional connectivity and coordination among infrastructure improvements.
