- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The Saline Sanitary Sewer Rehabilitation Project will protect and improve the water quality of the Saline River and River Raisin Watershed by making critical investments in the City of Saline's wastewater collection system. This will be accomplished by reducing wet weather flows caused by Inflow and Infiltration (I&I) that can overwhelm the collection and treatment systems. The City has conducted two years of flow monitoring and identified priority areas for reducing I&I into the City's sewer system. The results of this preliminary engineering recommended rehabilitation methods including sanitary sewer and manhole lining. The Project will eliminate I&I by lining more than 23,000 linear feet of sanitary sewer with an in-situ lining system. Sanitary sewer lining is a modern and efficient method for repairing and replacing sewer lines without the need for extensive excavation. Additionally, the project will rebuild or seal and line 80-90 sanitary sewer manholes. The method of repair will be based on previous inspections of the City's system. Lower cost spray lining will be implemented where practical. The manhole lining creates a durable and long-lasting protective coating that seals cracks and prevents I&I.
