6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The City of Rose City is requesting legislatively directed state funding to complete critical improvements to its public water supply system. Much of the City’s existing water infrastructure has reached or exceeded its useful life, resulting in reliability concerns, water quality issues, and limited system resiliency. The proposed project includes watermain replacements, watermain extensions to eliminate dead-end lines and provide system looping, and the installation of a water booster pump to serve higher-elevation areas of the City. Multiple public and private water users within Rose City, including the Villas of Rose City, Rose City School, and surrounding residential properties, currently rely on aging private well systems that are experiencing significant water quality problems. Documented exceedances or near-exceedances of regulatory limits for copper, lead, sodium, manganese, calcium, and iron pose ongoing health risks and operational challenges. Rose City School is currently under a bottled water order due to water quality concerns, creating an ongoing financial burden and disruption to normal school operations. This project will extend safe, regulated public water service to these entities, allowing them to discontinue the use of private wells that are out of compliance with state drinking water standards. Access to safe and reliable drinking water is a fundamental public health necessity. The water quality issues currently affecting the Villas of Rose City, Rose City School, and nearby residents expose vulnerable populations—including children and seniors—to contaminants that can cause both short-term and long-term health impacts. Lead and copper pose particular risks to children’s development, while elevated manganese, sodium, iron, and calcium affect both health and water usability. The reliance on bottled water at Rose City School underscores the seriousness of the situation and is not a sustainable long-term solution. By extending the municipal water system, this project will: ● Eliminate exposure to contaminated private well water ● Provide consistent compliance with state and federal drinking water standards ● Remove the need for costly bottled water or filtration systems ● Ensure students, residents, and staff have access to safe drinking water at all times These improvements directly protect public health and reduce the risk of future emergency interventions. The proposed watermain replacements and extensions will significantly improve system reliability by eliminating dead-end water lines and creating a looped distribution system. Looping improves water circulation, reduces water age, enhances fire protection capability, and provides redundancy during maintenance or emergency repairs. Additionally, the City’s existing water tower is located on the east side of Rose City at a substantially lower elevation than the proposed service area on the west side. Without a booster pump, adequate water pressure and service reliability cannot be maintained. The installation of a water booster pump is essential to ensure consistent pressure, sufficient fire flow, and dependable service to the Villas, School, and surrounding residents. These improvements will modernize the water system, reduce the risk of service disruptions, and extend the operational life of the City’s infrastructure. This legislatively directed spending item provides a clear and measurable public benefit to the City of Rose City and the surrounding regional community. The project addresses an immediate public health concern, supports a public school, improves housing conditions, and strengthens critical infrastructure that serves residents, businesses, and emergency services.
