6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
A regional effort to purchase mobile vehicle barriers to protect against accidental and intentional vehicle entry into public pedestrian areas. The funding would allow for the purchase of storage trailers and roughly 200 mobile barriers, access gates, connecting cables, manual transport haulers, wayfinding signage and training. The barriers would be shared a resource across the region and provide security and protection for outdoor events. Examples of event use could include parade routes, street festivals, large, anticipated protests, secured areas for VIP/dignitary visits and unanticipated need to secure sensitive targets or critical infrastructure due to heightened alerts.
