What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?The purpose of this legislatively directed spending item is to provide the City of Jackson with the ability to redevelop a historic building, the Hayes Hotel, into a mixed use residential and commercial building in downtown Jackson. The additional housing units help address the housing shortage in Michigan, while additional retail space provides opportunities for new businesses and jobs in Jackson's core. The Hayes Hotel is located in downtown Jackson, its location originally chosen for its proximity to the railroad, opening in 1926. Originally a premiere venue, as Jackson's economy changed, the hotel was purchased and sold twice, but its final hotel operator, a local Jackson business organization, Civic Center Hotel Corporation, was unable to run the business at a profit. The Hayes Hotel was subsequently used as office space for Consumers Energy until 2000. In 2000, it was purchased by the City of Jackson, and has remained vacant. By redeveloping this building, downtown Jackson will grow its population and consumer base, creating a more vibrant city center. This in turn will help attract more businesses and residents to the area, ultimately benefiting the state of Michigan.
