- The City of Eaton Rapids is facing an immediate and growing public safety risk due to its reliance on an aging aerial fire truck that is increasingly unreliable and costly to maintain. As mechanical failures become more frequent and maintenance expenses escalate, the likelihood of this critical apparatus being unavailable during an emergency continues to rise, placing residents, businesses, and firefighters at significant risk. This project will fund the replacement of the City of Eaton Rapids’ aging aerial fire truck, which has become increasingly unreliable and cost-prohibitive to maintain. Continued reliance on this apparatus presents a growing risk to emergency response capabilities, firefighter safety, and the protection of life and property within the community. Due to the City’s downtown infrastructure, industrial facilities, and a mix of residential and commercial structures, an aerial fire apparatus is essential for effective fire suppression, rescue operations, and access to elevated or otherwise hard-to-reach areas. The loss or failure of this capability would significantly hinder the department’s ability to respond to structure fires, perform rescues, and mitigate complex incidents. Additionally, maintaining a functional aerial unit is critical to preserving the City’s Insurance Services Office (ISO) rating, which directly impacts insurance costs for residents and businesses and reflects the department’s long-standing commitment to high-quality fire protection services. This apparatus will also serve as a critical regional asset by providing mutual aid support to neighboring cities and townships that do not have access to an aerial fire truck. This includes response coverage for The University of Olivet, as well as surrounding jurisdictions with limited vertical response capabilities. The aerial platform will be essential for protecting historic downtown multi-story buildings, where access, height, and fire spread present unique operational challenges. By extending service beyond city limits, this project enhances regional emergency preparedness, strengthens interagency cooperation, and ensures that surrounding communities have access to life-saving aerial firefighting and rescue capabilities when needed. The proposed apparatus is a new 100-foot mid-mount aerial platform designed to meet the operational demands of the community while improving maneuverability and safety. A mid-mount configuration is preferred over a rear-mount design due to its reduced overall height and shorter retracted length, allowing for improved navigation through residential areas with trees, overhead wires, and other obstructions. This design enhances response efficiency and reduces the need for repositioning during critical operations. The aerial platform will provide the capability to safely transport personnel and equipment to elevated and below-grade incidents, while also delivering elevated master streams for fire suppression. The unit will be fully equipped to support a wide range of emergency operations, including high- and low-angle rescue, forcible entry, fire suppression, and special access incidents. It will carry a full complement of ground ladders and sufficient hose supply to meet applicable NFPA standards for aerial apparatus. To support firefighter safety and operational effectiveness, the apparatus will include breathing air capabilities for personnel operating from the platform, along with seating for up to six personnel and all required occupant safety features. The unit will be constructed by a reputable fire apparatus manufacturer in full compliance with NFPA 1900 standards, ensuring reliability, durability, and adherence to modern safety requirements. By replacing the current aerial apparatus with this modern, fully equipped unit, the City of Eaton Rapids will enhance its emergency response capabilities, improve firefighters and public safety, maintain its ISO rating, and ensure continued protection of critical infrastructure and community assets both locally and regionally for years to come.
