What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?The current police and district court building has surpassed its useful design life, requires significant maintenance and upkeep and the operations of both departments have outgrown the facility. The original building primarily occupies the police department and was opened in 1960 and an extension of the building for the district court was built in 1994. Over time, the operations of both departments have expanded and have since outgrown this facility. In addition, building codes and safety requirements have evolved over time for proper operations of both departments. The 38th District Court has operated with one full-time elected judge; however, due to the significant caseload that flows through this court, the State has recently approved the addition of a second full-time judge requiring additional space to properly operate. The City of Eastpointe recently had the opportunity to purchase a vacant auto parts store immediately to the east of the current police and district court building and completed demolition of the site to be able to build a new police and district court building. The new building will accommodate additional space for the police department, accommodate 2 full- time judges at the district court, will be built to current standards, provide for additional safety measures not currently available at the existing facility and provide for a secure gun range within a separate building on site. The new facility will be built where the former auto parts store was demolished with the police department on the first floor and the district court on the second floor. Once the new building has been constructed, the existing building will be demolished, and new parking facilities will be constructed on the existing property. The estimated cost of the project has increased from $15.6 million to $18.6 million.

Estimated time frame for completion of the legislatively directed spending item project:The design of the new facility is nearly complete and expected to bid the project out to prospective contractors at the end of March 2026. Construction would expect to start in June/July of 2026 with final completion of the new building in Spring 2028.
