What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money? The purpose of this legislatively directed spending item is to fund critical infrastructure improvements needed to support the expansion of the City of East Jordan’s industrial park, including upgrades to water quality capacity and fire suppression system quantities. These improvements are necessary to ensure that the industrial park can safely accommodate new and expanding businesses while meeting state and federal safety and environmental standards. This investment provides a clear public benefit by enabling economic development, job creation, and long-term tax base growth for the region. Adequate water quality and fire suppression infrastructure are foundational public services that protect public health and safety, reduce risk to existing and future businesses, and improve community resilience. In addition, the infrastructure improvements will also support the potential for housing development in the surrounding area. By proactively expanding system capacity, the City can accommodate residential growth without overburdening existing infrastructure, helping to maintain service reliability for current residents while enabling responsible growth that aligns with community plans. This request represents an appropriate use of taxpayer funds because it is a one-time, capital investment in publicly owned infrastructure that will serve multiple public purposes over decades. The improvements will support economic opportunities, enhance public safety, protect environmental quality, and position the community for sustainable growth, delivering lasting value to residents and the broader region.
