6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Clinton Park is a 4.82-acre neighborhood park in southeast Ann Arbor that serves a rapidly growing and increasingly diverse residential area. Although it remains a valued community gathering space, the park’s core infrastructure, especially its nearly 30-year-old playground and circulation system, no longer meets modern expectations for safety, accessibility, or inclusive community use. Without investment, the park will continue to fall short of the standards that Michigan families deserve. The City of Ann Arbor is seeking state support to transform Clinton Park into a fully accessible, universally designed neighborhood destination that welcomes residents of all ages and abilities. The project will replace the aging playground with new equipment built around universal design principles, ensuring that children with mobility, sensory, or developmental disabilities can participate fully in play alongside their peers. This investment directly advances statewide goals for equitable access to outdoor recreation and aligns with Michigan’s commitment to ADA-compliant public spaces. In addition to the new playground, the project will modernize the park’s circulation and amenities. Improvements include constructing a continuous, ADA-compliant pathway network that connects the playground, seating areas, and neighborhood sidewalks; reconfiguring the parking lot to add a van-accessible space and a direct accessible route into the park; and installing new shade trees, benches, and picnic tables that provide inclusive seating and resting opportunities for caregivers, older adults, and visitors with disabilities. These upgrades will significantly expand the park’s usability, safety, and comfort throughout the year. State investment in Clinton Park will deliver long-lasting benefits to a community that relies on this neighborhood green space as a daily resource. By modernizing outdated infrastructure and embedding accessibility into every aspect of the design, this project will create a safe, inclusive, and welcoming environment that reflects Michigan’s values and strengthens quality of life for residents across generations.
