6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Over the past 8 months, we have absorbed a smaller department that lacked fully functional operational capabilities. This has put a burden on the fire department to ensure we stay compliant with Federal and MI-OSHA requirements. Ensuring that we maintain compliance, provide safe and effective equipment to our firefighters, and serve our community is at the forefront of our operational needs. There is also discussion on other townships merging departments in order to create a Fire Authority that will service all the townships that are willing to join, which will cause current funding to be spread too thin. Having the proper equipment, which is functional and reliable, will allow us to provide an overall better operational approach. The cost of equipment is continuing to rise, and operational needs based on the current climate of the fire service push in a direction that makes it imperative to replace old equipment to meet new standards. As a department, we would ensure that the services outside of 911 calls would also be beneficial. Providing training aides would allow us to properly train our community on different functions, ranging from CPR/First Aid to Fire Extinguisher maneuvers, to allow for fire prevention and life-saving techniques. We already provide a wide range of assistance to the public, but the ability to offer more classes will allow us to enhance life safety across all spectrums. The amount requested will allow us to continue our operational mission while ensuring that we remain compliant for the next 10 to 15 years. Allowing us to continue to place money away for capital improvements to ensure that we would be able to maintain our status and continue to pave the way for departments across Northern Michigan. It will also allow us to continue to update our ISO requirements and additionally allow for cost savings for our public with that added benefit. Northern Michigan makes its claim on tourism as well. Having the most up-to-date resources will allow us to continue to provide 24/7/365 coverage to not only our residents but also those who are visiting our area for vacation. We have seen an influx of incidents happening within areas that are harder to reach. Having the ability to provide rescue techniques with new equipment would ensure their safety and our safety, while still allowing Northern Michigan to flourish with the additional influx of population during our most desired recreational times. Having a strong foundation in place will allow us to further the possibility of an authority. That will allow for quicker response times, more effective, and efficient ways of saving lives, along with the properties of the communities in which we will serve. An authority ultimately is the goal without having to place additional burden on the backs of taxpayers, who are entitled to an effective and efficient 911 response.
