  • What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
    Central City Health (CCH), a Federally Qualified Health Center (FQAC), is requesting $5 million in State support to help relocate its flagship operations from their obsolete current main service location at10 Peterboro, built in approximately 1905, to the third floor at 613 Abbott Street, Detroit, directly across the street from Detroit Police Headquarters. Located directly above CCH’s administrative offices and next door to their existing 3rd Street clinic, this move will provide trauma-informed outpatient clinical design, including a more appropriate location for their Family Wellness Center, youth individual and group behavioral health services, family centric primary care, dental, adult behavioral health, supported housing management, and other services. In addition, CCH will establish a 6 operatory children’s dental program on Abbott’s 6th floor, reducing the current 90 day wait for kid’s needing these services in the area. CCH serves over 6,000 families in downtown Detroit delivering approximately 40,000 unique encounters to their consumers who are predominantly at or below the poverty line. Not only is its current location obsolete, it also is in poor repair and is shared with supported housing units. The new hub will create a more family-oriented location with parking and bus lines, promoting utilization of services in more appropriate settings, vs spiraling conditions, emergency room visits, and hospitalization. This move will improve outcomes while reducing cost to the healthcare delivery system.
