  • What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
    The Boys & Girls Club of Troy (BGCT) is proposing an expansion of their current facility located at 3670 John R, Troy, MI. The building addition will be constructed on the adjacent property already owned by the Club (3600 John R, Troy). The reason for the expansion is that it will allow the Club to serve more kids, specifically in the summertime. Currently, they enroll and hit their capacity of approximately 350 kids and then have to turn away families once they are sold out. As the local demand and need for more Out of School Time (OST) care grows, the expansion allows them to meet the growing needs of the community. The expansion would allow them to add another 50 – 100 kids. The project will also include expanding and improving the existing detention basin, landscaping, security fencing, and leveling the outside open areas for a soccer/football field. The initial estimate based on the project is approximately $2 million dollars. BGCT has already secured the first $1 million from private donations. During the months of February/March 2026, they will be working with the city to obtain Preliminary Site Plan Approval and create renderings. Upon city approval, they will begin to secure construction documents for bidding and permits. They anticipate construction could begin in the third or fourth quarter of 2026.
