What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?The purpose of this Legislative Direct Spending Item is to fund the reconstruction of Brackett Road , in Acme Township— a critical secondary access route serving both the Traverse City Horse Shows (TCHS) grounds, a 130‑acre equestrian facility, and the year‑round residential community that relies on it for daily travel. Years of deterioration, including inadequate shoulders, extensive potholes, and limited sightlines, have created serious and escalating safety hazards, making the road unreliable for residents and entirely unable to support the high‑volume traffic associated with TCHS events. The need extends beyond transportation, making it essential that this critical bypass route remains fully functional and dependable for emergency vehicles, first responders, and all other necessary traffic during incidents and accidents on M‑72 and US‑31. This reliability is especially important given that TCHS is an internationally recognized equestrian venue that brings national and global competitions to Michigan, generating substantial economic activity through tourism, hospitality, seasonal employment, and increased regional and statewide visibility. Its continued growth—and the significant economic benefits it provides—depends on efficient and dependable roadway access. A modernized Brackett Road will ensure that the venue can maintain and expand its status as an Olympic‑caliber destination, securing long‑term economic returns for both the region and the state. Investing in the reconstruction of Brackett Road is a high‑value and responsible use of taxpayer dollars.
