BISHOP, CASSIS OPPOSE GOV.'S BONDING VETO

House Bill 6694 of 2006, if enacted, would have helped local units of government reduce their burgeoning health-care costs by bonding. Under the legislation, counties and municipalities would invest the proceeds of the sale of the bonds. Revenue from those investments would be used to cover liabilities in the benefit plan trust funds while allowing local units of government to fund essential services that citizens expect through their general fund.  [more]
