FINAL PASSAGEHB 5072 (Gonzales) House Bill 5072 (as introduced) would amend an act which created and governs the Transportation Economic Development Fund (TEDF). The TEDF is a state-restricted transportation fund created to help fund highway, road, and street improvements related to either a specific type of economic activity or a specific type of road system. The bill would reduce the amount allocated to the Targeted Industries program ("Category A") for the 2008-09 fiscal year by $12.0 million to reflect in statute the reductions effected through Executive Order 2009-22.
HB 5073 (Gonzales) House Bill 5073 (as introduced) would redirect to the state General Fund a portion of drivers' license fee revenue currently dedicated to the TEDF. The total amount to be redirected as shown in the bill is $18 million. This amount represents $12 million related to TEDF reductions made in Executive Order 2009-22. Public Act 346 of 2008 had previously redirected $6 million in driver's license fees from the TEDF to the state General Fund in FY 2008-09. The bill simply reflects the total of $18 million to be redirected to the General Fund in FY 2008-09 ($6 million plus $12 million).
SB 494 (Jelinek) Senate Bills 494 (S-1), 495, and 540 would amend the Michigan Vehicle Code, the Natural Resources and Environmental Protection Act, and the Act that provides for a State personal identification card, respectively, to provide for revenue generated from a variety of fees to be deposited in the renamed "Department of State Operations Fund", beginning October 1, 2009. Under Senate Bill 494 (S-1), beginning October 1, 2009, the Transportation Administration Collection Fund (TACF) would be known as the Department of State Operations Fund (DSOF). Currently, a number of driver license fees, vehicle title and registration service fees, and commercial look-up fees are earmarked to the TACF. Senate Bill 494 (S-1) would refer to the deposit of these fees into the DSOF, instead of the TACF, as well as set a sunset of September 30, 2012, on the collection of registration transfer and expeditious title fees. Senate Bill 494 (S-1) also would repeal the sunset of October 1, 2009, on the collection of certain fees. Similarly, Senate Bill 495 would refer to the deposit of look-up fees for watercraft, off-road vehicles, and snowmobiles into the DSOF, instead of the TACF. Finally, Senate Bill 540 would refer to the deposit of look-up fees for personal identification cards into the DSOF instead of the TACF.

HB 5126 (McDowell) The bill amends section 226 (2)(c) of the Mental Health Code in which community mental health services programs (CMHSPs) are allowed to carry forward the operating margin up to 5% of its state share of the operating budget for fiscal years ending September 30, 2005, 2006, 2007, and 2008. House Bill 5126 amends the Code by eliminating the sunset provisions for the carry forward of funds by CMHSPS.
